BART has allocated $110 million from its Measure RR bond, approved by voters in 2016, toward Link21 Program planning. The Metropolitan Transportation Commission (MTC) has also earmarked $50 million from Regional Measure 3 for the Program. The California State Transportation Agency (CalSTA) provides approximately $1 million annually, which is administered by Capitol Corridor Joint Powers Authority (CCJPA).
The Link21 Program is proactively seeking additional local, state, and federal funding to bring this transformational passenger rail program into service. The Team is also exploring a value capture framework as one strategy to help fund the Program. A value-capture framework is one way for the owner of infrastructure to recover a portion of the original investment amount.
In June 2019, the BART Board of Directors authorized an agreement with HNTB (a national firm that provides infrastructure solutions) with a goal of subcontracting 25% of the work to Small Business Enterprises (SBEs).
HNTB, along with 20 subconsultant partners, including international, local, and small or disadvantaged business enterprises (S/DBE), is providing strategic advising, program management, global subject matter expertise, and best practices to plan and design innovative passenger rail solutions for the Northern California Megaregion.
In May 2021, the BART Board authorized new consultant contracts to support the Link21 Team. The contracts were awarded to perform work in four service categories:
- Engagement and outreach: HDR Engineering, Inc., with a 30% DBE subcontracting goal
- Travel demand and land use: Cambridge Systematics, Inc., with a 12% DBE subcontracting goal
- Planning and engineering: Arup/WSP Joint Venture, with a 30% DBE subcontracting goal
- Environmental: ICF Jones & Stokes, Inc., with a 30% DBE subcontracting goal
