Thank you for your participation in the Equity Advisory Council (EAC). This page is a space for you to access various EAC resources, learn more about equity and Link21, and contact the Program Team.
As a member of the EAC, you are helping shape Link21's planning of passenger rail improvements in the Northern California Megaregion. The EAC is your space to participate in meaningful community collaboration to advance equity throughout the Program.
Member responsibilities include:
- Participate in virtual meetings every other month
- Providing input on Link21 work and proposals
- Make formal recommendations to the Program team
- Come to meetings prepared and having fully reviewed provided materials
Helpful Resources
Below are resources EAC members may find useful throughout their term. The documents include information about the EAC, Link21’s commitment to equity, and general project background information.
Foundation for the EAC
- The EAC Bylaws detail the Council’s roles and responsibilities, and describes the general function of the EAC.
- The EAC Charter lays out the guiding vision for the Council as one mechanism for ensuring equity is embedded into the work of Link21. It provides a foundation for the Council and represents a high-level overview of the authority, scope, and roles necessary for its success.
Honorarium Pilot
- The EAC Honorarium Pilot explains how EAC members will be compensated for their time and details the expectations of each Council Member.
- The EAC Personal Services Agreement is a document which must be signed by each Council Member as a written agreement to the expectations for EAC Council membership.
- The EAC Activity Log is a form which must be completed by each Council Member to document activities and receive your honorarium. The Activity Log must be submitted each quarter.
Link21’s Commitment to Equity
- The Equity Statement and Commitment outline the overarching approach to equity taken by Link21.
- The Equity Blueprint outlines a three-pronged framework of reflect, contextualize, and co-create for following through on the Equity Commitment.
- The Equity Info Sheet provides a high-level overview about Link21’s commitment to equity and shows how equity is at the core of Link21.
- The Priority Populations Fact Sheet describes how Link21 defines Priority Populations and how the definition will be used in Program planning.
Defining and Raising the Equity Flag
At any time, any individual EAC member may flag a “Serious Concern” as a formal way to request that the Link21 Team re-examine a specific proposal, deliverable, or process due to a serious concern they believe could lead to demonstrably significant harm to communities that have been marginalized and priority populations or the Link21 Program.
EAC members must flag the concern in writing to the EAC email at EAC@Link21Program.org; and must fully articulate the concern and the rationale. Full instructions to define and raise an “Equity Flag” are detailed in the EAC Bylaws.

Meeting agendas will be posted at least five (5) days prior each EAC meeting. Related materials will also be posted to this page, such as staff reports and other items, at least three (3) days prior to each meeting.
Meeting minutes shall be posted on the BART and Link21 website within one (1) week following approval by the EAC.
EAC members wishing to request agenda items should communicate the request to EAC@link21program.org at least three (3) weeks prior to a meeting.
