This library is a collection of technical documents about the planning, development, and progress of the Link21 Program, including the Strategic Program Plan (SPP). The SPP is a living document that is updated biannually. More frequent updates will be provided, as necessary and appropriate, to document work and deliverables that have been finalized outside of the biannual update.

The University of California Institute of Transportation Studies (UC ITS) is a network of faculty, research and administrative staff, and students dedicated to advancing the state of the art in transportation engineering, planning, and policy for the people of California. This study provides recommendations on the methodology and design specifications for the travel demand model to be built for the Link21 Program.
